A 10 has to mean something more than just "this vault was more difficult than the one we just gave a 9.95 to." A 10 has to mean "this is unbeatable." If that means giving both Gutierrez and Milliner 9.95s, even though Milliner's was more difficult, then that's fine. That's the better solution and is more reflective of the code.
