I think we shouldn't overlook the immense pressure of qualifying to, and competing at, Level 10 nationals. So many competitors aspire to compete in college, and they understand the related impact and importance of one's performance on the JO Nationals stage. Aside, perhaps, from former elites, it is NOT unusual for solid gymnasts to implode in that arena, and it isn't necessarily fair to judge any region's record by AA scores that turn out to be greater than, or less than, those of other regions. A 35.5 (or worse) at JO's is always in the realm of possibility for gymnasts who ordinarily go 37-plus. Given this reality, I wouldn't put too much weight on any region's seeming superiority.
